DUBAI, March 3 — Egyptian Foreign Minister Badr Abdelatty said yesterday that Egypt's Gaza reconstruction plan, which ensures Palestinians remain in their land, is ready and will be presented at an emergency Arab summit in Cairo tomorrow.
